Born on March 28, 1949 in the city of Kirov, where he has lived and worked to this day. He has been engaged in visual arts since childhood. He received a higher education. The main focus of his creative work is realistic plein air landscape painting. He is indifferent to exhibition activities, although a large number of his works are held in private collections in cities across Russia, as well as in neighboring and distant foreign countries. Over the years, he has painted thousands of small-format works, paying particular attention to atmosphere, mood, and color. Since 1995, Tupisov has been a member of the Union of Artists of Russia. The majority of Tupisov's paintings are realistic landscapes. Over many years, the painter has created several thousand works. In recent years, he has painted landscapes together with his son, Mikhail. These canvases are reminiscent of the works of Savrasov and Levitan: they have the same lightness and conciseness. Tupisov's paintings are views from the window—the viewer can look out from a village house window and in reality see one of the artist's landscapes. For example, Vladimir Tupisov's painting "Evening. Vegetable Gardens" (30x80, 2008) depicts a snow-dusted road and small clearings surrounded by birch trees. In the distance, in the corner of the canvas, are several village houses with thin streams of smoke rising from the rooftops. The sun is hidden behind leaden clouds, peeking out as a small gray pearl. White and gray highlights and shadows are "scattered" across the entire surface of the painting. Tupisov's manner of depiction can be compared to Levitan—some of his canvases evoke a similar window-view effect on the viewer. Tall, massive birch trees covered in snow stretch their branch-like paws sideways, and it seems to the viewer as if they want to grasp you. Everything around seems cozy, calm, serene, as if a true winter sleep has come, and all living things have retreated to warm houses, burrows, dens... The remarkable painter Tupisov can rightfully be called a contemporary and modern interpreter of the Russian countryside and Russian nature. In recent years he has worked plein air together with his son Mikhail, an artist of the same genre.
